rockfish season closed to boat and watercraft fisherman but open to shore Anglers. is there any laws governing a person in a watercraft taking a person's line that is a shore based Angler then dropping much farther then he cast. then add a fishfinder to the equation. I'm sure you can get where I'm going with this :smt001.

Yes there is a law against that you can't do it.  You can use a drone or a potato gun tho.

where would one draw the line ? a spotter in an airplane can spot bluefin tuna for a tuna boat does that mean if he has a commercial license it's legitimate and legal ?

The regs say you can't use a boat.  So I'd draw the line at you can't use a boat.
