It's clever.

However, it's a bit silly to blame the agency for decisions made by the population (in california at least) Yes, I know that this letter comes from Oregon, but It seems to resonate here too. Here in Cali, the citizens vote overwhelmingly for more control and oversight over the government, and fees in lieu of taxes. When you vote for fees instead of taxes then you get individual fees for the services that you wish to use. Sometimes the fees seem excessive in number, but it's simply a direct product of more citizen control over government. Sometimes fees seem excessive in ammount, a product of charging ever more specific fees when citizens cry foul whenever they have to pay for a speedbump in southern California, so the cost of the service is spread only among those who utilize the service instead of the population at large.

The same people will come crying to the agency begging to save the frogs (or any excuse to get the agency involved) when an up watershed neighbor diverts, pumps or otherwise renders the creek dry.

Yeah, it's the same thing with every gosh darn fee around. People who do not use the service directly sometimes indirectly benefit from the resource, conversely fees sometimes go to projects which the fee payers may not like.  That's the problem with fees in lieu of taxes.

So let's say that we want frog lovers to pay their fair share for frog research... so a fee is set up for frog lovers....everyone complains about an additional fee. Yet.. time and time again these same people vote for fees in lieu of taxes. go figure.

Well, those are private sector in some case, but yeah. I was thinking more along the lines of public (yes I realize some utilities are public) stuff like roads, public parks, fish & game, fire, etc. I'm not making the case for one or the other. I'm simply stating that a lot of the guys who complain about the number of fees etc. are often the very same people voting down broader tax measures and favoring fees based on individual use. My Grandpa is throwing a fit over his newish fire tax because although he falls within the new tax criteria, he feels that he should be exempted because most likely metro fire will respond to his house fire. This is a guy who also votes down broader tax measures in favor of individual use. I don't know if my grandpa goes to state parks, but I bet he would grumble about the day use fee, yet he voted against previous broader tax measures that funded state park facilities.

Bottom line:
We make the bed that we sleep in.
