The action of a rod is not the same as the power of a rod. Action refers to the bend of a rod, where power refers to the lifting ability.
A faster action is common when fishing heavy cover or a fish with a tougher mouth (bass, Pike, cod)
A slower action is common when a more gentle touch is needed like when bait fishing, or when targeting a fish with a more delicate mouth (trout, crappie, etc.)
Power is usually determined by the strength of the line being used.
