If so, then the same rowboat design is still a realistic winning option.
With no epoxy, we could use the stitch-n-glue method with no spacers and leave the stitches (wire) in permanently. After our design is settled and cardboard templates made, spray adhesived on the plywood, and sawn into individual parts:
Step 1 - Sand a bevel on the hull pieces, close is good enough.
Step 2 - Use the nail and hammer to make hole for wire stitch per the template markings. One stitch every about every 10 inches and each corner.
Step 3 - Use the duct tape on the hull panels outer-sides, preferably sanded where the tape is applied.
Step 4 - Using your jig as a base, flip the hull panels bottom-side up apply the duct tape then flip over to establish the V-bottom. Then stitch with wire tight drawing the panels flush as possible. If silicone is the only material allowed to seal seams, then do that inside and out eventually. Then a final few layers of duct tape. For Brian's sake, I hope it lasts for one or two laps around the bay, no guarrantee! :evil5:
