I have a Standard Horizon HX300 and love it. It floats, blinks when you drop it, has good power and can charge via USB. What else could you want? GPS I suppose, but this works well enough.

I suggest you check out a kayak fishing designed PFD with a high back for comfort.

I love my Stohlquist Fisherman and its on sale:  http://www.austinkayak.com/products/19203/Stohlquist-Fisherman-High-Back-Life-Jacket-PFD-Closeout.html

Thumbs up on the Standard Horizon HX 300 handheld VHF.
