Inland waters, can I assume VHF radio could have prevented this?  I started carrying one this summer, thinking I wanted it for cold water emergencies among other reasons.

Does the Ranger or whoever operates the lake consistently monitor the radio?  Cell phone might a been more helpful in this situation.

I believe this time of year there isn't anybody routinely monitoring VHF as well as VHF is (generally) line of sight type of operation.  I agree that cell would have been best & fastest for receiving help.
