Sebast, did you mean bring 2 fishing rods on the kayak? Because you're allowed to bring as many rods as you want (some guys bring 4-6 rods on their kayaks). Just as long as you're only using 1 rod at a time [to fish for rockies].

Trianglelaguna carries about 25, give or take 2 rods anytime he goes out. Looks like a floating porcupine.

You can't fish two rods as soon as you have a rockfish or salmon aboard.  Start with halibut and run as many sticks as you can.
To add to this: if you catch a fish using methods that are illegal for that species (i.e., catching a rockfish while you were targeting halibut with as many rods as you can), you cannot keep that rockfish.  This is where some strategy comes into play if you want to target multiple species with different regulations in a given day.  If you target salmon at the beginning of the day and have a salmon on board, you gotta stick with using gear that is legal for salmon for the rest of the time that you're out there, even if you switched over to rockfish or halibut.

HOWEVER, to get around this, you can always paddle back to shore, unload your rockfish limit, and paddle back out.  Then you're back to Square One and are no longer restricted to only using gear that is legal for rockfish.
Exactly. There were a few times this summer while targeting halibut when I had to decide whether I should keep a ling and take away my ability to use a sabiki...the solution to that is to cut the sabiki down to two hooks, which can actually be a better way to bring lively mackerel on board, but still takes away your ability to deploy two rods or drop a full sabiki for sanddabs. Having multiple species to target is a good problem to have but it makes you strategize a little more

I understand. I was talking about corner case, when I cannot legally target rf anymore (have limit).  But rules are clearly defined indeed, no provision for corner case.

There are plenty of them in the regs.  This just isn't one of them.  I can't fault you though, it isn't like they make the relevant information easy to find.  Gear restrictions are sometimes found in 28.65, sometimes found in the heading of the specific type of fish, and sometimes in the body of water.  There are DFW regulations in 2 booklets and then there's the Fish and Game code and some relevant sections of the penal code, and you are responsible for all of it.  It's a big mess.
