no halibut-rockwall

i made good bait on sunday am.i trooched/drifted the entire rockwall and behond.  the sheriff advised me to stay 300 ft off the rockwall at the end because it is a bird sanctuary[ i am starting to hate birds, this is the 2nd spot in the bay closed to me because  of birds, this is the year i become a duck hunter], but they were polite about it.  i did not catch anytrhing
