I took a kayak tour that BB offers through the EBRPD there earlier this year.  Kinda cool little tour.

The good:
Everything you're saying rings true to my experience.
The lot-to-launch pathway is mostly paved.
Clean park when we went, and clean facilities to boot.

The bad:
it's a really long pathway, definitely need wheels to do it.
It can get stupid windy out there.  We were in park provided sit-in Prijon kayaks, and I was still soaked from all the spray off the whitecaps and my wife's paddle (I was in the back of a tandem). The guides actually cancelled the tour after us due to high winds.

If you get out there when it's not blowing, it'd be a decent place to launch.
14' Necky Dolphin, fast and wiggly, no room for anything.

I heard there are some striper spots in there from a guy I sold a pistol to.  Never fished there and just noticed the sign on the way to the Antioch Speedway last Saturday.  Looks fishy, though.

I've fished the area out of the nearby marina and it's got plenty of good fish there.  Bass and striper were biting the day I cashed a check with a limit like these in a Bass-n-Tubes event there about a year ago.

It definitely does get windy!!  It was blowing around 18mph by the end of the tourney and fishing the big flooded area out in front of the Regional Park wouldn't have been possible without a Mirage Drive!!  It was white capping like crazy out there and there is nothing to block the wind either!!

Just pick your days ! Watch that wind on the west delta,  anything over 15mph there sucks. Big Break and I go way back.  :fish lots of good adventures there .

I've been scouting around that area. I want to say I've seen a post where someone said you'd be better off paying the $10 or whatever it may be and launch out of big break marina down the road to avoid returning to busted windows. There's also a kayak shop near the marina. I believe its Adventure sports kayak city. Pretty cool guys there and I believe they rent kayaks as well.
