I know I should consult the DFG regulations but I can't find the answer anywhere in the 1/2 dozen documents they have posted about this.

Right now it appears you can take a 20 inch salmon:  https://nrm.dfg.ca.gov/FileHandler.ashx?DocumentID=80195&inline=true
Point Arena to Pigeon Point (San Francisco):
 April 5 – November 9
- daily bag limit: 2 salmon of any species except coho
- minimum size limit: 24 inches total length through June 30
20 inches total length thereafter


In the open Ocean.  What about San Francisco and San Pablo Bay?  Is Tomales Bay considered Open Ocean?

The DFG maps are pretty handy and answer all these questions I think. Just click on where you want to fish.
