For pier you can only use "2" two fishing appliances (crab pots/traps, loop traps which is a snare and hoop nets) in any combo.  So "2" is the answer to your question.

No!  I don't believe so, but someone correct me if I'm wrong.  As far as I can remember the "2" restriction applies only to pier recreational crab fishing.

There is a limit to how many hoop nets you can use. I didn't see any limit on snare traps in that part of the regs. It did say a snare is limited to six loops. Poles are unlimited in the ocean.

You can only use maximum two devices on a public pier or jetty, i.e. two rods, two nets or one of each.
You can use as many rods as you want on a beach (outside San Francisco and San Pablo Bay), although I can't imagine one using more than 3 rods - It's going to be a real workout.
