I'm reasonably certain that the two rod stamp only applies for lakes/ponds in freshwater. Not in rivers/creeks.

No two rods for Rockfish or Salmon in the salt.

Incorrect, in freshwater, you need the stamp.  Saltwater, no biggie.

It's not incorrect, I think you are misinterpreting. I'll rephrase:

A two rod stamp is only applicable for to lakes and reservoirs in freshwater.  A two rod stamp is not applicable for rivers/creeks/moving freshwater.

As in: even if you have a two rod stamp, you are still in violation of the law if you are using two rods in the Sacramento, American, San Juaquin, Mokolumne, Yuba, Feather etc... But apparently not the CO river district.

And are you also saying that it is ok to use two rods for Salmon or Rockfish in the salt?

Hm... I hadn't thought about it that way.  Looks like your right.

And yes, in salt water you can use as many rods as you can "reasonably attend".

Your beer is just fine.  It fermented a tad slowly (no biggie) and is about to be racked to secondary.  I will post with pictures tomorrow about your beer.

Per the Ocean Sportfishing Regs

One rod only for Salmon...
Section 27.75(a)(4) One Rod Restriction North of Point Conception. Salmon may be taken by angling with no more than one rod in ocean waters north of Point Conception. See Section 28.65(e).

One rod with no more than two hooks for Rockfish

Section 28.55 "Rockfish" (d) Method of take: Not more than two hooks and one line. For purposes of this section, a hook is a single hook, or a double or treble hook with multiple points connected to a
common shank.

Getting back to the citation, I was with the guy that got cited at Sea Ranch.  After numerous calls to the F&G and Sea Ranch concerning the incident, bottom line was "we were caught in the middle of a land war", and "If you're not a Sea Rancher, you're trespassing" as quoted directly from 2 guys at Fish and Game who were describing the attitude of the property owners.  $480 face value fine for not punching your ab card, but after an appearance in court and explanation the fine it is typically reduced to $75.  We'll see.  I'm going to go with my buddy to traffic court, who processes these now (probably dependant on the severity of the offense).  The Sheriff said that the fines are less expensive that way.  The sheriff was definitely looking for an abalone citation for one of us that day, and because he was the only one that got abs, he got the citation.  GOOD NEWS IS THAT IN 2008, F&G SAYS THAT YOU WILL NO LONGER HAVE TO FILL OUT A CARD.  THERE WILL BE TAGS ISSUED INSTEAD, LIKE A DEER OR PIG TAG.  SMALL STAMP SIZED TAGS WILL BE WIRED OR TIED DIRECTLY TO THE ABALONE THROUGH THE HOLES

Here is my orignal 8/25 post concerning the incident, responding to a question about Sea Ranch access :

Pebble Beach, the 2nd public access point at Sea Ranch is doable by kayak, and well protected even in 6 foot swell.  Wheel it down the trail and watch the signs, be careful not to trespass on the non public trails.  The signs are clearly marked (but 2 people were cited for trespassing the day I fished there).  Use the Southern staircase (North staircase is Sea Ranch property), and it will take 2 people to carry your yak down to the beach after you unload your gear from it to make it lighter.  Short beach carry after that.  Keep in mind that you'll be watched!  The house owners hate the fact that they lost the battle over public access, and might be calling the Sheriff and Sea Ranch security telling them that you are catching over your limit.  There's an "abalone patrol" who "works under the direction of TSRA Security staff during abalone season to ensure only authorized vehicles use Association roads to access coastal areas and to maintain our right of prescriptive easement" The Sheriff and his posse (Sea Ranch Security) met us as we exited the beach Wednesday, and were on us like glue.  Apparently they call the authorities a lot, so be careful with the regs.  Make sure you punch your abcard on the water BEFORE you exit!  One of us didn't, and that was the only citation.  Great vermillion and ling areas to the North about a mile.  Just look for kelp and fish the edges.  We pounded them before the swell and wind picked up, and all the fish suspended above the reef.  The bite is off when they do that.
