San Pablo Reservoir live bait question

I know it's illegal to bring in any live bait but I was wondering if it's caught in the lake can you use it? I was thinking of using a minnow trap but wasn't sure if it was legal so if anyone can help me out, thanks.

I'm pretty sure by technicality if you catch the bait on the same body of water you can use it. However, I remember SPR when its still runs by EBMUD using minnow was prohibited. perhaps you can call them to shed some lights.
