According to the Contra Costa Times, he fell into the water while paddling a rental tandem:

I hope they find him soon.  I would think it would deter people from going to the lake knowing that there is a body in there somewhere.  Or did they close the lake until they find it?

I agree it sounds fishy, but who am I to say...

It's very important to learn the dead man's float. You can float with minimal effort for long periods of time if needed.
