Part c implies that the "surf riding" be prep or staging to ride the surf.  Looks like its sole intent was to stop surfers from riding the harbor break in winter when the sandbar develops at the jaws.  I think they'd have a hard time arguing that one.

Thanks for all the great info....im on a budget so i have parked on the street many times and it really stinks dragging my rig up that darn hill afterwards, especially when you're already beat...peace..
