Salmon retention in San Joaquin section

Just heard from my fly fishing friend in Discovery Bay. He had a good day.  About 30 stripers -smaller (to 23" / 6#)  plus a beauty of a Chinnok at  17# inside DB. This is his 2nd Salmon in a couple weeks. Caught an 8#er off his DB dock.
 He said there is no Salmon retention in the San Joaquin portion of the Delta which includes DB. I'm too lazy to look it up. Is this true?

Bruce is a good guy. He bought that Freedom Hawk kayak a while ago to fly fish DB, but he still hasn't used it!   
I've been trying to bring him back to the darkside (casting reels and lures) for Ocean kayak fishing or at least out on the big blue with his fly rod.
