Alan Tani does reels, but not sure if he'll do a spinner. His site is http://alantani.com/ and he's in the south bay.
I think Hi's tackle also does reel repair and I think they contract it out to Vic's.

Why won't it spin? Rust or corrosion on the handle or is line just wrapped around the spindle?

ya I think it's gunk and salt and what ever else in the baring and movable parts. It started becoming really tight ,  so I put in some grease and oil, it loosened up a bit , but I then brought it out in the salt.  After, it locked up on me? It still turns but really tight.  I might have put too much grease and oil and it got in the wrong places!?   I need to take it apart and clean everything, which I've done before on a reel and it wasn't pretty, ended up worse.

In the future rinse your gear in freshwater when you get home from fishing.then get your reel professionally cleaned once every three months that should keep everything running right
My biggest worry is that my wife(when I'm dead)will sell my fishing gear for what I said I paid for it

+1 for Todd in Benicia 707 745-1080. Although Alan Tani has always been very helpful and always went out of his way to help me, he might be more of a tech. than ya need.

Have ya given it a good soak in fresh water, taken off the handle, spool and opened her up? It's really not too bad of a job and there's enough help around here to get ya out of most trouble. I'd strongly suggest starting there. However, come to think of it, before I shove my foot any deeper, what exactly do ya have? I'da made a dangerous doctor.
