This is a Reese "Bike Hitch" two bicycle carrier that fits into a reciever hitch.  This would need a ball hitch that bolts onto the bottom of this carrier and then it would slide into a reciever hitch. (The eye bolt in the bottom of the hitch is what I use to hang the carrier from my garage rafters from).
