I'd put money on it.
They own all that property along the lower section, and since the Garica was closed most of the season this year because of low flows and the mouth rarely closes, I bet those fish were stacking up like cord wood in the lower holes.

yeah I agree. So often the fine is a grand and some court fees. If they made the fine SUBSTANTIAL for obvious and willful acts you may see a drop and you could use the funds to hire more wardens and/or replenish stocks. Who would object to the fine being $25K vs $1K? Some of the violations are honest mistakes others are just willful act of wildlife "rape"
