I just received a call back from the President of the rowing club. Per our conversation:

The event on Sunday was a UCD event, NOT sponsored by his organization, so he would not specifically address what UCD does. For his events, they pull usage permits from the city allowing them to designate and mark a course. They place boats along the course to keep others out, and do have the right to do so. He said that the city does not close the launch off Jefferson, but they do place signs informing recreational anglers and boaters of the event and to stay out of designated areas.

He was very courteous and appreciated hearing our concerns, and indicated that his organization is trained to be courteous and professionals when dealing with others on the water.


I thought it was pretty stand up of him to return my call and discuss the situation.
