Malibu_Two here's another idea that might be the easiest and long term reliable solution...

Buy a four hole patterned flush mount rod holder to replace your three hole one from Ocean Kayak.  This will give you two new mounting holes and will be less likely to pull out in the future.

You should be able to reuse the two existing holes and abandon the other.  Hopefully your problem area is on the lower hole which will be replaced by two new ones on the four hole patterned flush mount.  We sell the four hole mount rod holders at Outback Adventures and they come with a gasket.  We also sell the hardware.  http://www.outbackadventures.com
