ARW halibut question?

Are the halibut safe to eat from the bay?  Someone once told me to eat only fish caught ocean side, and not to eat from the bayside?

It's safe to eat if you follow the F&G guide line.

I might be wrong but I thought Hali's come into the bay in waves, from the ocean, just to spawn and only stay in the bay for a couple weeks, so they are much cleaner than resident fish, big sharks and stripers and sturg are another story, I think some of those might be absolutely humming with foulness.....
