Finally got an email response from DFG:

Hello Mr. Gardner,
 
Apologies for the late response.
 
New marine protected areas (MPAs) between Point Arena, Mendocino County and Pigeon Point, San Mateo County were set to take effect on April 1, but their implementation has been delayed due to a small incorrect technicality in coordinates in the regulation package submitted to the state Office of Administrative Law. The California Fish and Game Commission had to correct the coordinates and resubmit the package. This requires re-notice of a 15-day written comment period. We anticipate that there will be no further delay after the comment period is final and the regulations should be in effect quickly thereafter. The unofficial ballpark estimate for a new effective date is late April or early May, but that is no better than a guess at this point.
 
Some of the MPAs prohibit the take of certain fish, invertebrates (such as red abalone), and kelp. Maps, coordinates, and regulations are all available at www.dfg.ca.gov/mlpa/nccmpas_list.asp. The new effective date for the MPAs will be posted to this Web page as soon as it is known.

Glad you got a good direct response sometimes DFG comes does come thru with some good info.
