Clearafication of the 2nd rod stamp

I am confused about the 2nd rod stamp.  is it good for ocean fishing or just the inland lakes and rivers?  I want to get one but I need to understand it better

it will give you two rods anywhere inside of carquinez, other than waters with special regulations like barbless hook only areas which are one rod only.  freshwater only.  in salt you are allowed as many rods as you want unless you are fishing for certain species like rockfish..

does not work in the bay.

The second rod stamp allows you to use 2 rods on inland (Fresh) waters and the waters of the California Delta East of the Carquinez Bridge. It does not allow for use in Ocean waters, S.F. Bay East of the Carquinez Bridge, and any waters with special regulations posted in the D.F.G. Rule Book.

Correction!  East of Carquinez bridge.  You can use the second rod area between West of Benicia bridge and Carquinez bridge.
