Heres a report form a guy on coastside for today by the pumphouse



Fished the middle and end of the outgo today in San Pablo Bay. Conditions were flat calm and overcast. Water temp was 45 deg F on my fishfinder. Had three people on the boat and fished ghost, grass, and eel West and Southwest of the Pumphouse. Caught two sturgeon (55, 42) Southwest of the Pumphouse on ghost shrimp. Left them biting as my guest had plans to keep.

shouldn't be, steelhead love ghost shrimp (otherwise called sand shrimp).  especially deadly the closer you get to the ocean.
