For those of you interested in fishing Pyramid Lake NV with a Kayak, this is still a little unclear. But after talking to a dispatcher (not a Game Warden) she says you do not need a boating permit for a kayak provided that there is no motor and only can be used by one person.  This means no tandems.  Here's the relevent section in the regulations.

SECTION 1: DEFINITIONS

1.1 BOAT. "Boat" means any vessel or watercraft moved by oars, paddles, sails, or other power mechanism, inboard or outboard, or any vessel or structure floating on the water, whether or not capable of self-locomotion, including but not limited to houseboats, barges and similar floating objects; provided, that boat does not include float tubes, small rafts, sail boards, or any other small flotation device used solely for single person recreation.

The main point is that it is solely used for single person recreation. So no tandems.

Last time I was at Pyramid Lake, we camped on the East side in a tribal area.  In addition to a camp permit and fee, the tribal management did request a permit and fee for kayak use.

(It may be different on the west side public access area...)
