Scotty Compact vs Ram Flush Mount Tube Base?

Is there any difference between these two? There isn't much info about this on the RAM site. It looks the same as a compact:

The Scotty will work with either Scotty stuff or RAM adapters.  Never seen that RAM unit before.

I blew it though, they went up from 9.33 to $10.99 on Amazon while I was debating. I could have almost bought a Laulau with the difference.

The Ram flush mounts work just like the scottys, Ram has a few rod holders that don't mount on balls.  AFAIK its not compatible w/ Scotty's.
