I was wondering:
Is it legal to jig/sabiki up bait while on the water at San Luis?
Meaning I will be using more than 2 hooks.
Is it legal to throw a castnet or use a dipnet for bait there?

castnets are illegal on all freshwater in CA ... can't even have them in your possession as one of my friends found out the hard way at Lake San Antonio to the tune of $450.  dip nets should be fine - best bet is to check with the locals

You would be better off setting A minow trap IMO..
