Surveyor Needed for Elevation Cert.

I heard that FEMA has raised the SFHA for my place on the River(Healdsburg) and I will need an Elevation Cert. to keep my insurance down. I think I can get a pretty good deal $175 but I know nothing about this and would appreciate any knowledge if you know how to get it cheaper or where it should be placed. I'm thinking the best place would be right at the limit that FEMA has set and I think it splits my lot. If I go ahead can I place it on my property and defray some of the cost by charging others to use it or does it become public record? then I wouldn't want it on my property. This would all be for the future as I don't have a mortgage or Homeowners and cover it with Umbrella coverage.
