I am looking for a good web based calendar program so I can book meetings with some of my board members etc...any suggestions?  I have tried a few and so far they didn't work so well.

Have you tried the calendar in Gmail? It allows others (with permission) to view and edit/schedule mtgs. Not sure what you are looking for feature wise.

I second Google calendar.  I've been using as my calendar for work for 18 months.  Syncs up with many phones and iCal (Mac users).  If you own a URL, it is easy to link to Google Apps.

YEP! Google Calendar is pretty cool and I just started using it to plan the rest of the year's fishing trips (well, roughly).  Or if your a tech geek like me, was thinking of doing my own at home with: http://www.mozilla.org/projects/calendar/  But of course, not for everyone ;)
