I'm sure it is, but do you think everyone who goes through 5 or 6 little rockfish for bait really counts them as part of their limit? I don't think so.

And party boats are the worst when it comes to releasing rockfish; down-drift of the boat is a chum line of little fish that couldn't make it back down, and yet the boats usually limit out anyway, and I guarantee you they aren't counting the floaters.
