Has anyone tossed hooks in Jenner?

Would it be more productive than Tomales Bay?

If by Jenner you mean straight out from the rivermouth then yeah I've trolled for salmon there in 06 and 07 and jigged up some rockfish around goat rock and north to russian gulch. Personally haven't heard of any halibuts being caught there. Maybe other anglers will chime in with more info.

Gonna be a lot rougher in the ocean at Jenner than in Tomales Bay , unless your talking about fishing east of the mouth of the Russian . Don't know about the fishing inside the mouth, never done it or ever saw anyone fishing there for that matter .
