I thought the bait guy only sell full or half scoops of choves do they make exceptions for kayakers if thay do that would be great.

They'll do a "pier scoop", which was 15 bucks last year. That's still a lot of anchovies. Best bet is to get together with a group beforehand. Alternately if you loiter for a short while (especially at the weekend) you'll run into other folks with the same idea, willing to split. At least that's what I do when I'm fishing the pier.
