Shouldn't be too hard to keep it safe, I keep mine in a drybag.  At least there's clarification on non-motorized vessels not having to fill the card out till arriving onshore.  On my first trip it was raining and I was dripping water all over it, hard to write on wet waxy paper.

I can just see it now, all the citations because peoples pen don't work after coming out of the water,losing your card, lose tags that come off,only having two zip ties. I believe in strict guidelines but thats kinda taking it a little far. What about those who use float tubes having to keep track of just one more thing I feel for them. Do they seriously think that this is going to stop poachers, heck the majority of the time don't even have licences or ab cards to begin with.

Didn't see this post before that time.
The new regs will keep honest people honest. Poachers will still poach.
I wish there was an easy solution. There just isn't.
