That's because the Alameda Creek Alliance and others have worked to modify and knock down barriers.  Two or three came down in the last couple years, I believe, and the inflatable BART dams are the last big obstacle.

I've seen pictures from around the turn of the century of people with huge stringers of salmon from Alameda Creek. And of course the Ohlone indians lived right there and fished salmon, but they disappeared with the fish.
