Crabbing by hand??

I was brushing up on regs and came across dungeness regulation. It states "Saltwater crustaceans may be taken by hand". Does that mean I could pick up and keep crabs that gets washed up at the beach? Or does that only apply while you're diving?

Yes you can. I've done catch by hand during low tide.
