Glad it was just inspecting and escorting you out of his territory..... saw one surfing in the late 80's at Ocean Beach SF..... inside of the outer break..... surfaced about 20 yards inside of me and friends and seemed to glide between us going from about 0 to 20 knots faster than a boat getting to plane.... I figured then that if they want us they will take us... with all that speed we have no chance.  Good thing they think fish and seals taste better than we do.

Maybe they have a version of fish and game and we are off limits, only if enough of them bound to be some poachers.
