Casting your sabiki can be effective for smelt and mackeral.  If i'm targeting them while casting, I like to use a 1oz P-Line laser minnow for some flash and attraction when i'm reeling it in.  Still cast, let sink, then reel in slowly.  Anchovies seem to like it to be jigged, at least in my exp.
