Those juveniles will not stay juveniles for long and will change their diet to mostly pinnipeds and an occasional diver or kayaker 
Since the Marine Mammal Protection Act took effect in 1972, pinniped population has exploded.  The only things to keep the population in check is disease, predators and food availability.
Speaking of food availability, in our backyard, Russian River estuary is packed with hundreds of seals and sealions, salmon and steelhead have minimal chance of making it to the spawning grounds. I hate those furbags!
