Interesting. And good news for fish. But the lost water would have to come from somewhere and impact something else. Not a word about that in the article

What lost water?  The dams are strictly used for power generation.  Not flood control.  Not agriculture.  The Klamath is not part of any water project that provides water to ag or cities.
