I am fortunate to have access to some fishing opportunities and want to send some fish to my parents that have not left their house since the "SIP". Any suggestions on best methods for shipping fillets? Re-usable gel packs? Packaging?
Thanks for any pointers.

Vacuum seal and freeze them before ship.  They don't allow dry ice.  Not sure if gel packs are allowed.

Deep freeze then pack in dry ice. Go to post office and say nothing.  Always worked for me.

Wish you were closer. I'd give you up to three different frozen food shipping containers that I used to get fish from AK down to CA.

Look here for similar. I thought the ones that used the styrofoam liner performed better than the foil bubble wrap version did:

FWIW,  our fish packer would flash freeze the fish, then put the frozen fish in the shipping container. Then the whole works would be kept in a walk in freezer until time for it to ship. Not sure how the post office would react to a box with an external surface temperature of about 32 degrees though. These boxes were being sent via Alaska Air. Well known for moving lots of frozen goods from AK down to the lower 48.

Insulated box, Rock Hard solid frozen fish, and dry ice. USPS allows Dry Ice in Domestic Mail: "Permitted with restriction via air or surface transportation".

I put vacuum packed frozen fish and game meat in an insulated container with dry ice, and ship it via UPS second day ground.  I've been doing it for years, and it has always arrived frozen, even in the summer.  I deliver it to the  shipper at the end of the afternoon to minimize the amount of time it sits around in the shipping depot on the day I ship it.

I get various sizes of insulated coolers from my pharmacy.  They get refrigerated drugs shipped to them on a regular basis, and will set aside some cooler boxes for me if I ask them to.  Check with your shipper to find out if they will accept foam coolers which aren't inside a cardboard box.  I used to get cooler boxes from a person at work whose spouse received a supply of drugs in them every month, but the way they are now receiving refrigerated drugs has changed, so I have to mooch cooler boxes from my pharmacy.

Pharmacy shipping coolers come in a variety of sizes, but here's what a couple of the coolers which I have look like, with a pop bottle for scale.  They're well insulated.
