Sac. River salmon season closure

I am having difficulty deciphering the salmon regulations for the Sacramento River in Sacramento County.  Is it currently open? If so when does it close? Are there any other restrictions? ( barbless, artificial lures, etc)
Maybe I’m mentally challenged, but the regs appear to put this section in the valley anadromous waters section, which says closed to the takings of salmon

Open now through December 16th. 2 chinook per day, 4 in possession.
