Forgive me if this is a silly newby question but I've gotten conflicting answers elsewhere.  If I'm kayak fishing in SF Bay waters how many poles can I have in the water at one time?  I've heard that the 2 pole stamp only applies to bank or pier fishing -- not from a boat.  Thanks!

Outside of gate as many as you can handle, between the gate and carquinez bridge and south, 1 rod 3 hook max, 2 rod stamp valid from carquinez bridge all the way up river system, Tomales bay is considered ocean...

The two rod stamp is a freshwater regulation. The bay is covered by ocean regs so the two rod stamp doesn’t apply. In general ocean regs allow unlimited rods except for certain species and certain areas. The bay and some tidal rivers are restricted to just one pole in a boat and on the shore. I believe piers are exempt from the restriction.

28.65. GENERAL. Except as provided in this article, fin fish may be taken only on hook-and-line or by hand. Any number of hooks and lines may be used in all ocean waters and bays except:
(a) San Francisco Bay, as described in Section 27.00, where only one line with not more than three hooks may be used.
(b) On public piers, no person shall use more than two rods and lines, two hand lines, or two nets, traps or other appliances used to take crabs.
(c) When rockfish (genus Sebastes), lingcod (Ophiodon elongatus), cabezon (Scorpaenichthys marmoratus), or kelp or rock greenlings (Hexagrammos decagrammus and Hexagrammos lagocephalus) are aboard or in possession, where only one line with not more than two hooks may be used pursuant to Sections 28.55, 28.27, 28.28 or 28.29, respectively.

Fishing hours are also restricted when fishing from a boat in the bay.

27.56. TAKE GENERAL. Except as otherwise provided, there are no closed seasons, closed hours or minimum size limits on fin fish in the Pacific Ocean including all saltwater bays except that in San Francisco Bay between the Golden Gate Bridge and the Carquinez Bridge and in saltwater tributaries to the bay within the area bounded by Interstate 80 and Highways 17, 101 and 37 finfish may not be taken between one hour after sunset to one hour before sunrise except from shore or piers.

# rods and # hooks, and type of hooks alsovary by species in the salt.  Look up the regs before targeting the fish. Also, use the search function on this board for tons of info specifics.
