Not wanting to be a dork here but it's illegal to use bait for sturgeon anywhere within the Columbia Basin Zone from May 22 thru August 31 and I'm not aware of any exceptions.

There isn’t a Columbia Basin Zone.  There’s a Columbia River zone and a Willamette Zone (and a Snake River Zone, Etc.).  They’re were fishing in the Willamette.  Bait is allowed at all times in the Willamette below the falls.  It’s also allowed above the falls up to the Highway 99 bridge fly fishing section.

Im also pretty sure bait is allowed in the Columbia right now but that isn’t where they were fishing.

We were fishing the Williamette river. Robert knows his stuff and would never take me anywhere where it’s illegal to fish. Not our style.
