Almost all of those lakes are in the Marbles and Trinity Alps wilderness areas.  I've been to several of them, on holiday weekends sometimes, and its rare to see another soul.  Fishing isn't the main attraction of getting out there, but it certainly is a nice bonus.  I think its hard to justify stocking a lake that sees less than a couple hundred visitors a year like Clear Lake.  Some are much more popular like Spirit Lake or Wrights Lake or the Cuddihys or even Deer Lake in the eastern Alps but even then, the juice might not be worth the squeeze.

There are still many popular lakes that will still be stocked.
