Apparently it was supposed to be built in Redway, but they weren't allowed due a water issue or something.  It's definitely a risky investment for Shelter Cove when the Humboldt economy has taken a huge hit since the recreational cannabis has gotten into full swing.  All the business in Garberville are down 25-50%  Right now you can drive to the Trinity Pines and choose between 1000s of lbs @ $200-400. 
Lots of people in Humboldt now don't have all the extra disposable income that keeps all these restaurants and bars going.  Tough times ahead in Humboldt if some changes aren't made.
