Would be easier to pick up livebait on the way to Alameda or would be easier just to catch whatever bait around the ARW? Is there anything to catch for halibut bait other than jack smelt? Anybody have any tips on how to keep bait alive once I've caught some?

Much easier to pick up bait before getting there. No guarantee that bait will be around while youre fishing.

As for keeping the bait alive, you can search on how to build a simple bait tube or just go buy one.  Or... you can build/buy a baitwell

Aid there a baitshop in alameda? Or would I have to stop
ok oakland before I head to alameda?

Phu quy bait shop in Oakland.  Get a bait bucket for like 15 bucks online or at a local dicks sporting good shop.
