Port Of Sacramento help

I drive by the barge canal every day going to and from work.  From what I've seen they have a bunch of heavy equipment there and it was blocked off for a bit, but it looks like they have been moving the equipment aside so people can get in and out.  I don't know if there's a rhyme or reason to it (I haven't read the sign) but I know on the weekend it was open.
