Shipping Trout and Venison out of State

So hypothetically, what about the case of an angler with a laker caught on the NV side of Lake Tahoe, but on his/her CA fishing license and in a boat launched/landed from the Tahoe Keys? Are they breaking the law when they bring the fish back to their hotel on the NV side? Did they break the law by re-entering the state of CA without an inspection either by boat, or by car? Should the feds be called?

Inquiring minds want to know (just how far the insanity/stupidity goes....)

All I know, is on the declaration, you have to list water of take, county etc. The yearI am taking about whirling disease was a huge thing.
