I don't plan on using this cable is just getting in the way. Can I just cut it off or does it need to be sealed off due to the possibility of the wire ends corroding together forming a short circuit that could damage my Elite5?

I clipped it, coated the end with silicone sealer, then shrink tubing.
Taint nuthin getting in there...

I usually cut it off about 1-2" from the plug.  This will leave enough there to seal with heat shrink as others have noted.

I cut mine off long time ago.
Yesterday my new HDI5 chirp could not lock on GPS  in the middle of the ocean despites multiple resets...pretty disappointing really.
Especially with Navionics card its ridiculous amount of loading time and won't even show detail at some level of zoom

THAT's a new one!  Never seen one do that before.  I'd drop Lowrance C/S a quick call.  They'll have you back on the water swiftly.

Which Navionics card are you running?  Gold?  Come with the unit?  Might be a bad card.  BTW ... if it is a Gold, there are some areas within the Gold that have far less amounts of detail.
